The Conclusions of the President

the topic chosen for the reunion fully met the expectances of the participants that also expressed their gratitude for the conditions provided by the host and for the excellent organization;

the convening of the Standing Committee was extremely useful and has to be considered further on;

the level of the participation was very high and the contributions / interventions were highly appreciated;

all proposals tabled for decision during the meeting were opportune as it was certified through the unanimity they reached at vote; these proposals generally reflected the approach of the Romanian CEI – PD Presidency of a better make use of the tools able to contribute at the strengthening the regional profile of the Initiative among other regional cooperation organizations and to develop the relation of CEI - PD with similar regional parliamentary structures;

although the present Rules of Procedure are perfectible, their potential is far from being entirely used;

we have firstly to look at the tools provided through our Rules and to not limit our activity in the frame of the spring and the autumn main meetings;

in this respect:

o   our Permanent Committee may, among others, properly mediate and fasten the decision process, then the Sub-Committee in charge with the relation with the international and regional parliamentary organizations has an important job to do in the present context;

o   the three General Committees (and for the future their specialized Subcommittees, if it will be the case) have to take more action and to become the working laboratories for the sessions of the Parliamentary Dimension; a closer cooperation with the similar CEI structures is beneficial, a wish that for turning into reality needs joint support and efforts from us and from the CEI;

the CEI 20 years anniversary moment is a proper time for reflection and evaluation for CEI and CEI - PD. At this stage we have to pay attention to the new realities and developments in our region as reflected in the Sofia repositioning decision and other later initiatives;

bearing in our minds that the efficiency and good results of the CEI are a core priority for our Parliamentary Dimension, we have to be much more present with initiatives, ideas, recommendations and support through parliamentary diplomacy in front of the CEI structures;

more attention has to be spend in to facilitate a closer relation between the parliamentary and the executive dimensions of the Initiative; we have to come closer to the executive dimension at all levels and this is the main reason we decided to align our Rules to the provisions of the present CEI Guidelines and Rules of Procedure;

we had the opportunity to listen many valuable and interesting ideas and initiatives developed in different CEI states as a reaction to the economic crisis;

we observed that making a better use of the know-how exchanges and of the best practices is an issue where the expectances of the CEI members states are far from being fulfilled; there are still lots of opportunities unexploited among the CEI members states;

this is a free land for new initiatives where we may find proper solutions to the economic crisis too;

we shall focus our energy into identify solutions able to support the dissemination of experiences and best practices in the CEI region and to support the CEI Presidency approach on identifying ways and means to facilitate know-how transfer in those fields relevant to an enhanced relationship with the EU;

the context of the economic crisis is showing the need for more solidarity, cooperation and communication;

there is a lot to do in the field of improving the consultation and communication mechanisms on timely themes in the CEI area, also the need of a coordinated regional approach; the present initiatives taken by CEI had to be continued and developed;

coordinated actions and coherent economic governance are required at different levels and special attention has to be given to the social aspects;

for the future the Parliamentary Dimension shall consider a possible debate on improving its effectiveness (among other on: methods for supporting its recommendations in front of different national and international institutions; initiatives and steps able to increase the activity and communication levels inside the Parliamentary Dimension).
